Note that the above measure definitions are different. Let& #39;s look at the lower # first:

Nicor has 152k households more than 60+ past due which is 6.9% of the 2.2M homes & businesses they serve. @AmerenIllinois serves 1.2M

Now let& #39;s note the farce of @AmerenIllinois financial assistance. They serve over 1.2M households, yet offered financial assistance that would cover at most 2.2% of the households they serve.

Even by the low end estimates, this is less than 1/3 of the people who need help.
