This is how parliamentary procedure in the UK works. It is illustrated by how some of most vocal critics of clauses 41-45 backed the bill at THIS stage.

As the UK public doesn't understand the nuance of the differences in MPs voting for the GENERAL PURPOSE of a bill, while still being opposed to SPECIFIC CLAUSES of it, we can hardly expect observers in other countries to understand this.
