How decisions are made in corridors of power can be quite interesting and unbelievable. It sometimes involves power brokers that are highly placed persons/principal officers and at other times just regular guys( gate-man, chef, house cleaner etc)

1. HIGH PROFILE: One of the 7 chamberlains (a senior royal official in charge of managing a royal household) of King Xerxes was the one that suggested what should be the punishment for queen Vashti’s disobedience.

2. LOW PROFILE
SERVANTS: King Xerxes’ servants suggested to the king,to should send word to all its 127 provinces, to nominate fair virgins from which the king would make a pick of a wife. This single suggestion from the king’s servants led to many virgins being recruited.

Est 2:2-4.. the king's servants who ministered to him said, Let beautiful young virgins be sought for the king. 3.... gather all the beautiful young virgins to the capital in Shushan, ... And let the maiden who pleases the king be queen instead of Vashti.This pleased the king,

MORDECAI: was a certain Jew on exile who works in the palace. He didn’t have a title, wasn’t a principal officer in the palace, but he was Esther’s cousin. Mordecai took her cousin Esther as his own daughter and inculcated in her the values and culture of the Jews.

Est 2:7-8 Mordecai had a very beautiful cousin named Esther, He had raised her as his own daughter, after her father and mother died. (8)When the king ordered the search for beautiful women, many were taken to the king's palace.... and Esther was one of them...

In a nutshell before Queen Esther could emerge, there were strategic inputs made by key persons at different times under different scenarios.
