Who is a Migrant?

Do we have any definition of Migrant? A person going to another state for employment is a Migrant or even a person moving to another city within the same state is also a Migrant? How a govt is supposed to have data of who is moving where?

How to calculate Death of Migrant workers during lockdown?

Will it count only deaths due to #Covid_19 or death due to any cause?
Suppose a person has moved to Delhi from UP & he dies of Heart attack, then will it be part of that data? If a so called migrant dies...

.. due to Covid, then it is already a part of Covid figures. Then are we talking about only road accidents? We all know about 2 sadhus who got lynched in Palghar by a mob. Will their death be counted in it? Because they came from UP for religious duty which is their work.

It's easy to say that it's shameful for govt o say we don't have data about death of migrants without answering who, how, where part of it. It's a hitjob. Forget about Centre & BJP. Does Delhi, Chattisgarh & MH govt have data of migrants who fled? Any Non BJP ruled states..

... have such data? Delhi govt left so called migrants at UP border by stopping their water & electricity. Can Mr. Kejriwal gave me the data of migrants who got affected due to his 'Delhi only for Delhiiites' policy? Same with Uddhav led Maharashtra govt.

It's impossible to have such a data in a hugely populated country like ours. No govt can ever do it. It looks cool to call govt as shameful due to our typical cynicist nature. But what solution others have to offer? Do you know anyway to get such data?
