People say this a lot and it assumes that people have no strong feelings about what is true or ethical as though their failure to use language in the way the other person thinks they should is merely laziness or forgetfulness.
But this seriously underestimates the importance of freedom of belief, the protections of which exist to ensure that people are not bullied into pretending to believe things they don't because what people believe is often very important to them.
eg, a Christian with full skills of verbalisation would not find it hard to say the words "There's is no god." However, many of them would die rather than do so because they think this really matters. Peter denied Christ three times & he was quite upset with himself about it.
Jewish & Muslim theologians have put significant thought into setting out the conditions under which it is acceptable to deny or hide their beliefs to protect themselves from persecution or save their own lives. Beliefs matter to people.
