1⃣ School systems should diagnose their:
✅specific needs to improve student learning;
✅infrastructure to adopt technology-enabled solutions; and
✅capacity to integrate technology in the instructional process.

Many systems already collect a LOT of this information (e.g., through school census and assessments + associated questionnaires). Make the most of these data.

2⃣ Then, review the evidence on tech's 4 comparative advantages to improve learning:
✅ scaling up standardized instruction;
