NC voters who returned ABMs & their 2016 vote methods (if they voted) & their registration year periods (up to 2016 if no vote in 2016 or 2017-post registration)

Analysis by voter race-ethnicity

So far, nearly 60% of NC ABM returned ballot voters voted in-person early

#ncpol
Note, however, that 2/3 of NC's Black/African American voters who have returned an absentee by mail ballot voted absentee onestop (in-person) in 2016 (ie, early voters in-person)

Only 7% of this year's Black voters who returned ABM voted the same method in 2016

Of NC absentee by mail ballots returned & accepted:

Overall, 11% voted the same method in 2016

59% voted absentee in-person (early) in 2016

16% registered after 2016

Vote methods by voter race-ethnicity:

Of ABM ballots not accepted:

Largest % are those which did not have full witness information required on secure envelope (witness name, address, & signature)

Other codes: 'spoiled' (usually a request from voter); pending; returned undeliverable; signature different
In looking at incomplete witness information:

58% are from Black/African American voters, who (and all with this issue) will receive another ballot with instructions to fix the witness issue and resubmit for acceptance, per @NCSBE: https://s3.amazonaws.com/dl.ncsbe.gov/sboe/numbermemo/2020/Numbered%20Memo%202020-19_Absentee%20Deficiencies.pdf

Important to note: of those voters who were missing/had incomplete witness information:

Only 4% of Black/African American voters voted this same method (absentee by mail) in 2016

7% of White voters with IWI issues voted absentee by mail in 2016
