Even with religious reservations, Muslims are the biggest beneficiaries of reservations. I ran a rough analysis on caste categories of Muslims and non-Muslims for 2016, 2017, 2018 UPSC results.

In 2018, 72.41% of Muslims were either OBC or ST! The percentage of non-Muslim OBC or ST was only 34.25%
In 2017, this was 55.32% for Muslims and 34.4% for non-Muslims.
In 2016, this was 54.35% for Muslims and 39.08% for non-Muslims. +

This means that many deserving non-Muslim OBC/ST are deprived of UPSC selections because more Muslims take benefit of this.
Even if we add SC people in non-Muslims, still MORE Muslims have taken benefit of reservations than non-Muslims. +

This difference between percent of Muslims benefitting from reservations vs non-Muslims was just 0.01% in 2016. It grew to 3.67% in 2017 and 20.63% in 2018!
Seems as if UPSC is compensating for nation not having religious reservations by creating its own unwritten rules. +

To understand how it happens, I compared written and interview performance of Muslim OBC vs non-Muslim OBC over last 3 years.
Let us start with 2018.
The average OBC marks for non-Muslims in written exams was ~800. For Muslims it was ~788. Highest was 888 and 833 respectively+

Means, non-M OBC scored 12 marks more on average than M OBC. Highest difference was 55.
Interestingly lowest for non-M OBC was 632 while that for M OBC was 751. As if worst performer in M OBC is still way better than non-M OBC. But average and highest are tilted other way. +

I smell something but can't comment due to lack of data. But now let us move to interview marks which are totally subjective. We see that non-M OBC scored highest of 204 but M OBC beat him by scoring 206.
If we look at average, non-M OBC got just 166.8 while M OBC got 176.85! +

In other words, among OBC, non-M scored 10 marks less than M. No surprise that worst score of M OBC - 151 - was still way higher than worst score of non-M OBC - 132.

In 2017, non-M OBC scored ~9 more marks than M OBC in written, but ~4 marks less in interviews.

What can be concluded is that non-M OBC have a disadvantage compared to M OBC because despite they scoring better in written exams, they lose in interview performance as well as total proportion of M OBC selected compared to non-M OBC. +
What is also important is that M OBC students take benefit of both OBC status as well as schemes of Minority Affairs Ministry meant only for them - like Nai Udaan and Nai Savera.
