Going through 10 years of reports, recommendations, research papers and policy white papers makes me more certain than ever that piecemeal change in police tactics - such as banning chokeholds or no knock warrants - solves little. Here are themes that emerged again and again:
1. Is there robust internal and external accountability?
2. Is there a strong culture of leadership development?
3. Is there internal and external transparency?
4. Is policing learning from other fields? Mainly management practices?

5. Is policing engaging in sober self-analysis of critical & everyday incidents? i.e. not blame shifting or relying on lore and anecdote

7. Is policing being honest with itself and public about racial disparities and other negative impacts?

These are just my thoughts. Here’s a good case study to assess: SWAT raids wrong house. No one seriously hurt but still a big error. How will 1-8 be scored?
