Mid-Pandemic, your committee released a revised guideline cutting off the 2.5% BHCPF quota you PUBLICLY declared to @NCDC in 2018.

There could be no worst time to defund Public Health Emergencies!

In 2014, the FG passed the National Health Act. There it was also decided that 1% of the Consolidated Revenue Fund would be earmarked for the Basic Health Care Provision Fund (BHCPF) to help us achieve Universal Health Coverage.

Nigerians Rejoiced. Hope at last?

In 2018, an operational guide was made to ensure accountable disbursement of the BHCPF to the agreed health agencies.

Break down:
1. National Health Insurance Scheme- 50%
2. National Primary Healthcare Development Agency- 45%
3. Department of hospital services-2.5%
4. NCDC- 2.5%
The Hospital services quota was for Medical emergencies, while the NCDC quota was for Public Health Emergencies.

Do we need to ask how Public health emergencies have affected and are affecting us...

In 2017 alone, it was recorded that four major disease outbreaks resulted in over 40,000 cases and around 1,000 deaths in nigeria. 2019?

Guess who it affects the most, the grass root. So why would you think to defund PHEs?
Yes, Medical emergencies should be funded, however...
Not at the expense of Public health emergencies which is a reality we live everyday.
At least, we understand how the funds can be used for PHEs,

It’s more confusing as this 2.5% BHCPF is part of the NCDC ACT. So exempting from the revised guidelines... has a legal implication and it can only stand if the law that set up NCDC is amended to take out the clause that allocates BHCPF to the agency.

Stress.
My recommendation and I know I speak for a lot of Nigerians:

- The NCDC forms a core part of emergencies and should not be excluded completely.
- Funds can be targeted at strengthening emergency preparedness &
response at the PHC level to enhance
service delivery in an epidemic.
- The funding should reflect the coverage of all Nigerians.
- Finally, disburse the funds. It might look good on paper, but if it is not implemented... it is useless.

Nigerians deserve accountability and a right TO LIVE.
