Since CPOE is measure of a quarterback's ability to complete passes at a higher rate than expectation, wouldn't the highest CPOE QBs be guys that attempt difficult throws and complete them often (see Cousins, Kirk). Is there a decision-making context that we are missing?
For example, wouldn't it be cool to have a maximized decision % stat where you can see which QBs are making the highest EPA decision in the moment where they throw the ball or relative to the best decision available during that play. So now while Cousins does well in CPOE I
