Talking to TF about document CIF are preparing regarding freelancer support ahead of Autumn spending review.
Spending review happens once every 3 years. It's a chance for creative industries to recover from Covid crisis and turbo charge economy going forward.
CIF have taken FTF feedback on board in writing up this doc for this.
Stat: Twice as many job losses (287,000 freelance contracts) for freelancers vs PAYE workers.
CIF will have two submissions. One with Federation of small business and one with Independent self-employed workers.
Within the creative business model, there is often intangible IP and the focus can be on innovation rather than solely responding on demand. This can be harder for large investment companies to understand.
Recommendations from CIF:
- make training tax deductible which doesn't apply to their current business model (disparity between PAYE and freelancers who have undergone training in past 12 months)
- More support re: late payments. Fines, forced mediation (Creative industries are 9% micro-business so this is much more urgent). Recommendation to have a Small business commissioner post to act on behalf of freelancers chase up late payments/interest/late payments.
- Lifetime ISA for future model, where you get a 25% bonus. But change to allow withdrawals.
- Minimum income floor assessment for Universal Credit to be quarterly instead of monthly. Monthly checks hide that freelancer have an overall low income if they get a one off freelance contract one month.
