provoke & goad them into pressurising owner to lower price of land. Owner panics, especially if it's a distress sale, gives in to avoid hassles or further delays. It's only the diligent land agent here who saved the day for her, by reassuring potential buyer to stand his ground.

This usually happens only where their union presence is strong & unfortunately many pockets are still their stronghold. It's come a long way from my family's first experience in the late 90s, when my father went up against local union during unloading of a packers & movers' van.

Their ultimatum of "this is our area, only we have right to this work/contract" or asking "nokku kooli" (extortion) forces people to hire, with no other way than conceding to demands. Or else.
In short, communism=fascism.
That's why I have such ingrained hatred for this ideology.
