Do family groups or even groups of friends gathering at the beach pose a major threat of a new spike? I'm a lot more worried about indoor transmission.

Since we're in it for the long haul, people need to be able socialize somehow. Outdoors seems good.

I'm all for wearing masks in those situations, taking every reasonably hygiene precaution, not congregating in large groups, etc.

But a short sharp absolute lockdown didn't work. I'd think it's time for harm reduction combined with masks, testing, work-from-home, etc.
To be clear, the short sharp lockdown didn't work because we didn't have buy-in nationwide, not because it doesn't work in principle. It worked very well in many parts of the work.

Here in the US, neither leaders nor a large part of the populace were on board.
