Also, there& #39;re criticisms to be made of the state wrt its regulation & enforcement of utilities in the state (i.e., necessitating blackouts b/c they didn& #39;t properly maintain the system), but that doesn& #39;t seem to be the case here: the system is facing too much of a demand, period.
