A lack of certainty and policy consistency - govt needs to prepare a joined up plan charting a roadmap to 2050 - setting out how each sector will decarbonise - and what how the system joins up --

Government needs to address costs - who pays, how and when - @hmtreasury needs to overhaul the policy tool kit to align with net zero ..

lack of capability .. more engineering and science expertise in government, a climate change fast stream .. an Olympic Delivery style body to fill in gaps eg on housing retrofit, EVs.. and work to support local govt where capacity has been hollowed out

missing public consent.. govt should build on Parliament's @NetZeroUK work and "level" with the public.. -

and Parliament itself should create a #netzero cttee to provide better and systematic challenge.. looking at you @CommonsEFRA @CommonsBEIS @CommonsEAC @CommonsTrans @CommonsTreasury @CommonsHCLG @CommonsPAC

. @theCCCuk should focus more on delivery once 6th carbon budget adopted.. get more resource for adaptation - and be made more independent of govt to enable it to help @UKParliament keep UK on track

Climate change governance has been an area where the UK has been a genuine world leader.. it has a big opportunity but a big task in the run-up to #COP26. it needs to show it can act big as well as talk big on climate change

postscript - this is the acid test of the Cummings approach to govt.. systems, science, long-term thinking... strategic centralisation and local action - and getting the public to accept potentially difficult economic choices for a bigger goal.
