Okay first we know they are third cousins, I made a family tree from Kanata's perspective

To answer the question you have to know what inbreeding means:
(Note: each gen has 2 variant forms called alleles)

This table contains the inbreeding coefficient depending on the relationship they have.

Now we know Kanata and Koto share 1/256 alleles of gen = 0.39%

According to scientific standards you can share 1/128 = 0.78% alleles with random strangers:

Conclusion = they are not close linked by blood so it's not incest
