An animal is not able to analyze their sexual interactions with a human and decide whether or not it is safe or abusive. Animals do not have a Theory of Mind. Even chimpanzees, our closest ancestors, lack a Theory of Mind. This can be exploited easily by an abusive sexual partner

And even if you tried your absolute best to be a nurturing and caring sexual partner, an animal cannot say no. It does not matter if an animal can say yes because if they cannot deny intercourse, their affirmation means nothing. Animals cannot consent. Bestiality is rape.
