My two cents on the WH meeting between the leaders of Kosovo and Serbia with the US President:

1. It’s not a one time hit but a continuation of what State Dept initiates 2 years ago on regional cooperation and economic integration. What we saw yesterday, is in fulfilment to it.
2. Besides the meeting in DC, the US engagement is only going to grow due to the involvement of two US financial agencies backed by the federal government. The US Development fund will even open an office in Belgrade.
3. Although not explicitly stated in the documents circulating from the meeting, the US will financially back the development of key infrastructure projects. The potential involvement of US companies could provide an impetus to higher accountability and standards.
4. The deal stands out for providing a pathway to resolving Serbia’s increasing reliance on China for finance, surveillance/technology or Russia for gas.

In addition, mini-Schengen could enhance competition and integration of WB6 economies.
5. While many like to portray this as a clash of visions b/ D.C. & Brussels, key points outlined in the documents signed yesterday reflect convergence with EU’s approach to the region: integration, cooperation, economic competition/liberalism.
Ultimately, “the deal” is not ideal, nor does it provide for a comprehensive solution to mutual recognition. But even if that was as easily obtainable, peace would not be sustainable without economic integration. And it is here where the deal has a role to play in the future.
