Agree. Systemic failure. Sure, state govt shoulders bulk of responsibility, but federal agencies not blameless. Need to stop treating water issue like a political football. 1.2 million affected. Households, businesses. Costs are huge. Public not currently interested in who is to blame. Need agencies both federal and state to act differently. (2/n)
1) enforcement overhaul. If need be, set up permanent committee comprising state and federal agencies. Co chaired by MB and Environment & Water Minister. Meet monthly. If issue arises these two answer to the public together as crisis team. No political point scoring. (3/n)
2) full force of existing laws. Derek Fernandez proposals show what could be done. Jail time, asset seizure etc. 3) amend law to explicitly facilitate class action suit. A million potential claimants. Sure bankrupt. That might make em think twice about flouting regulations (4/4)
