Three layer cake of a successful and organized initiative.
Strategic Layer

This is where your general goals are made. The ultimate objectives of your campaign or initiative are found here and the other two layers emerge from your strategic backbone.
Operations layer

Operations are the Auxiliary workers. Back of the house in a restaurant.

They make everything go. This layer translates the goals of the strategic layer into materials, training, recruitment and intermediate organizing.
Tactics Layer

Tactics are your front of house. They put hands on people, products or problems. They turn the training, materials and intermediate organizing into material results.

These are your front liners. The other two layers exist to enable this layers successes.
All three of these layers require a set of skills and training, experience.

Whether you have a bug team or a small team, all three layers must be accounted for.

Depending on the campaign each layer might have as few as 3 or many as dozens of people involved.
