China's care and concern for its poor are more profound. The alleviation program is multifaceted. Infrastructure plays a vital role in the long term alleviation in that it liberates the poor from generations of isolation.

2/ China doesn't have an ideology vis a vis the poor. Contrary to what people usually assume, the CPC doesn't agree with Piketty, ie, to take from the rich to give to the poor. The CPC adheres to the Marxist ideal of de-alienating the mass,
3/ but remains pragmatic and does only what proves to be effective.

The general CPC ideology is: Truth/policy be measured against reality/practice.

It respects the findings of the sociologists on what makes people poor.
4/It believes that passive welfare destroys the soul of the poor and keeps people permanently poor. For those able bodied, vocational training and an aftermath integration program are provided (maligned as concentration camp & slave labor where Uighurs are concerned).
5/ Every former poor now finds a sense of self respect and self worth by being useful to the society, to the family and herself with skilled work.

To combat the trait of the destructive self abandonment often observed in the poor, the government would promote
6/ hygienic modern toilet and kitchen. Once the poor are exposed to modern hygiene, order and comfort, they wouldn't want to go back to their former ways of living of nonchalant confusion and chaos. Rather their former disorderly hovels will be actively shunned.
7/ They would seek something better for themselves.

To break the generational cycles of poverty, poor kids are provided first rate aristocratic kindergarten education. Musical instrument, dancing, singing horse riding, gymnastics (coordinated patting of ball!) etc are taught.
8/ When these kids grow up, they will unfold such programming of self discipline and automatically cut off the chain of poverty. Lessons of how to realize long term goals, planning, delayed gratification won't be forgotten
Call it re-education if you want.
9/ America can learn from China to liberate its poor locked into hopeless cycles of poverty. Unfortunately the US politicians don't care about the poor.
