You're not going to False Outrage me for taking criminal and civil action against Public Health Ontario during a pandemic, will you?

Pls know I'm doing this bc I strongly believe it serves a vital public interest.

Pandemic made it clear I was sorely wrong to assume my case would serve only me.

My main reasoning for not taking action, even when some in Public Health practically begged me to.

Also Donnelly seemed to have few limits. It was only when he left I felt legal action was viable.

I had ample reason to believe he would abuse his office and his power to obstruct and prevent a fair legal inquiry. Only with him gone can I presume there's hope PHO would be a rational org that would not act corruptly to block any processes, or coerce staff to lie for him.

BACKGROUND:
I've been unemployed on ODSP for 5 years because Donnelly broke the law to punish me for whistleblowing.

On my last day, he threatened twice to make me unemployable if I warned senior PHO officials he improperly hired the minister's political agent for media comms.

Science officials did not know Ryan Bissonnette, who would now advise and control media opps, was the Minister's loyal party aide.

A major breach of PHO's legislated status as an arms length science agency endangering PHO's public trust and even their day to day core functions.

PHO's leaders were locked in conflicts with the minister when he refused their advice during Ebola. And other conflicts.

Installing the minister's agent inside PHO at a senior level managing comms for science leaders, and without their knowledge, presented a major threat.

That's why I defied Donnelly's threats delivered on my last day. In those final hours, while focused on goodbyes and packing, I was still PHO's advisor.

My public service duty was to protect PHO's mission as an agency for public health and science the public must trust.

The threats were so nakedly unethical and illegal, what choice did I have but to defy them, and warn PHO officials, who had no idea, so they could protect PHO?

I only had one option.

Our most basic duty as public servants is to earn, nurture and guard the public trust.

A job was supposed to be waiting for me at Toronto Public Health.

Fearing I may not survive at PHO given whispers, and after I refused an order from Minister Hoskins to ignore a reporter's science question fact checking his statements, I threw myself into an application at TPH.

I had the endorsement of every provincial public health leader except Donnelly.

(Including the then Chief Medical Officer of Health/his staff who knew a political power play was underway, and were seething with outrage bc of my record of service. They tried to explain it to me.)

I was horrified. I gasped when after a lengthy process of tests and interviews, and assurances I would be
successful - the City of Toronto notified me TPH cancelled the job into non-existence. No one hired.

Not even a "sorry thanks for your time".

The punishment was delivered

The criminal illegality, the severity of the punishment, especially since PHO knew I needed employment and support after I just tested HIV positive, info I told them bc I trusted them, was breathtaking.

Social murder. My life was over not just career.

For him to take this step

To make Toronto Public Health complicit (I assume unknowingly!) in a serious crime, just to block me from employment.

Meant no one anywhere would hire me again.

Whatever he did to make TPH wipe out that job at the last stage had to be career-life-ending smears about me.

5 years is a long time to be paying a punishment for protecting and serving a Public Health agency.

An agency that by the time pandemic struck, was missing much of its experienced talent who labored on pre-pandemic planning, inc Canada's top expert in risk comms, Ray Copes.

And that's why what happened to me actually matters and was not a one-off.

I was only one of or maybe the first of what would be a long line of PHO resources shoved out the door as we inched closer to the planetary calamity that we desperately needed them for!

Ontario's pandemic response is a shambolic mess of unnecessary mass suffering and death.

It wasn't worse only because of luck and the sheer will of individual Ontarians who did what they needed to do absent the provincial planning and leadership they deserved.

Compounded by disfunctional political leadership.

2. And Eric Hoskins and his enforcer Peter Donnelly, who hollow out and tame PHO into a compliant loyal political servant.

That ended up serving Doug Ford because Hoskins' ambitious plans flopped.

So, a possibly significant piece of Ontario's story pandemic response and failure, can prob be unlocked from my case.

What drove Donnelly and Hoskins is why my case matters.

With every official they yanked they centralized power and control away from science chiefs into QP.

When they knocked me out they knocked out a foot soldier for science chiefs.

I explicitly stated that when Hoskins' office tried to make me comply with an order to deceive a reporter when he stated an incorrect disease fact in a scrum.

'I don't do political PR I work for PH'

We can guess by Hoskins' conflicts with PHO his first year, which are not public but I was there for, he must have feared we would leak each embarrasing detail.

Together, frankly, they paint a picture of a bungling, dangerously incompetent minister. In love with himself.

Who keeps escaping esposure bc for some reason, even when graphic signs he was incompetent slapped them in the face, news media and his caucus and cabinet colleagues, didn't take notice!

Baffling to watch. Only we knew.

Bc we worked for the docs/scientists he had to deal with.

Maybe he grew into the role after Year 1?

I don't know.

But these were big lapses like refusing advice and making up his own science.

Any time it happened in public for all to see...it went over the media's heads! And even MPPs.

My only theory: a man.

Who's called "DR".

We didn't leak about it and had no intention to.

But PHO did consider going public - not a leak - a public statement on Hoskins for refusing advice.

They decided no.

But one can assume that near career ending exposure - PHO science chiefs thought about it - terrified Hoskins.

That could have easily ended any chances Hoskins had of winning the OLP leadership if Wynne stepped down.

It has to be at least a big part of what drove sustained efforts starting under him that drive experts out, that made PHO a compliant political actor.

And weak for Pandemic

With me they broke a very serious law. Or at least Donnelly did. Unclear how involved Hoskins was on handing my whistleblowing.

They badly damaged my life.

Normally that wouldn't matter.

But my tiny piece of the story could maybe unlock some big answers for how we got here.

Answers we could get way before a public inquiry?

That's why I want to initiate a full barrelled legal action as soon as possible.

I'm seeking justice for myself. Absolutely.

But I think Ontarians can benefit from it too.

I don't want to link these two stories of my life, but I have to. Because it's one of the reasons some reporters and people generally don't treat my case seriously and dismiss me as crazy.

PHO is the SECOND time I was badly abused by powerful people in an ON job.

In both cases, powerful high profile men threatened my life to coerce silence about their misconduct which I was a victim of and observed.

I have now gone public about both.

This leads people to assume I'm whacked.

No. It's true. They both happened.

Coercive threat to end my life if I told anyone about their sexual abuse and harassment. I complied and didn't discuss publicly until MeToo.

I worked provincal govt jobs at Queen's Park 3 times.
