Food Bank Funding
Rent Subsidies
Hydro Subsidies
Water Subsidies
Transit Subsidies
Education Subsidies
Shelter Subsidies

You expect those that are able to work to work, yet most of them can't afford a meal let alone the costs associated with new employment.
