Here was his answer when I quoted the board's motion to him.

When pressed, he said that he would need a motion explicitly calling for more access *inside* the current public system.

I then asked why things like vasectomies are funded in "private clinics" but abortions are not. Higgs said it's not up to him to decide what is funded under medicare and what's not, but rather the Canada Health Act.
