This is a really odd thread, and disappointing work from Grattan, who are usually at least thoughtful and honest. I think there's an extent to which Australians outside NSW (both in Vic and in the more insular states) honestly don't understand that life in NSW is, right now, at the levels of normal that everyone will need to live at until a widespread vaccine provides herd immunity.
Where places that thought they had zero cases have gone below the current NSW restriction level - reopening nightclubs and other large indoor venues, ending widespread community testing, etc - it has gone badly. Like the proverbial bomber, the virus will always get through.
Someone from @GrattanInst has been in touch to say that the report isn't based on that false dilemma, and does explicitly address and reject a SK/NSW-like scenario. That's great, but in that case their PR thread does their report a massive injustice and they should retract it.
