This was a coordinated effort to **hide** where the dossier and it's bogus info was actually coming from.

MY theory: their cover story for the Crossfire Hurricane investigation **continuing on** into the Trump transition & Presidency, was the Steele dossier that came from a **foreign intelligence source** which they only got in DECEMBER 2016 from GOP Senator McCain, was blown.
There is a **reason** the plotters & their enablers in Congress like Adam Schiff & Mark Warner were insisting for years the Steele Dossier was hardly used if at all for the Trump campaign spying when they knew ALL ALONG what the truth was.
The original fake story, that Steele's fake dossier info was 'raw intelligence' from a foreign intel service needed to be switched out with a foreign diplomat alerting the FBI after hearing 'alarming things' from PapD in London.
By early 2018 they'd realized the original cover story about the Steele info being 'raw intel' from a foreign intel service was SIMPLY NOT GOING TO WORK.
The Steele dossier was BLOWN.

Despite several meetings during which he surreptitiously recorded both PapaD & Carter Page, Halper couldn't lead them into saying anything incriminating enough for a surveillance warrant.

Only when Halper failed after multiple attempts to get either PapaD or Page to say anything incriminating on tape [in fact, both men made **exculpatory statements!] did the FBI CH team throw it's hands up and say "Crap! We're gonna have to use the dossier!"

But to successfully pull off using the dossier to get a surveillance warrant to spy on the Trump campaign, they had to engage in a sh*t-ton of fraud, hiding exculpatory evidence and, in at least one case, altering evidence.
Once the **truth** about who paid for the Steele dossier started to come out in very late 2017, the fact it **wasn't** raw foreign intel but it instead came from paid flacks working for Hillary **disqualified** the dossier from being a legitimate intel predicate for CH.
Therefore, ANOTHER predicate had to be substituted.
