I like to imagine he almost hesitates at the start, but since I think the whole thing goes down shortly after the end of stormblood, he's still got Lyse by his side at the time, thus serving as the encouragement to go ahead as I dare say he'd have her there the whole time +
So in theory in the immediate aftermath you've got a replacement admiral who's only there because of the efforts of the leader of ala mhigo.
