Ya, the DC shooting is completely justified. Car door of the suspect was open, officer ran past the equivalent of two parking spaces, suspect ran up to the officer with a gun in his hand and lost control of it running up to officer which got him shot.
The time between the suspect losing control of the gun and getting shot was less than a second. That suspect was ambushing the officer from behind and was armed. No excuse for the suspect to do this.

Anyone would reasonably assume that someone attempting to ambush them from behind with a firearm is in immediate danger and has less than a second to make a decision to fire.
The timestamp is Adobe Premiere, not actual milliseconds and the video runs at 30 frames per second. So each frame is 33 milliseconds.
It was 165 milliseconds for the officer to bring gun into frame to Deon Kay losing control of his firearm and 264 milliseconds later when gunfire is recorded after Deon Kay losing control of his firearm.

So you see, these are indeed split second decisions.
And by the way it is illegal in DC to possess a firearm WITHOUT a license to carry a handgun AND must be at least 21 years old to possess a handgun.
