65% of North Carolina voters cast early or absentee ballots in the 2016 general election. When you do that, you are marked in the poll books. You are then unable to cast a ballot on Election Day (with some limited exceptions). Also, it is illegal to cast more than one ballot.
If this were Indiana... If you demanded to vote on Election Day and the poll book says you've already voted ABS, the inspector will let you fill out a provisional ballot. That provisional ballot won't be counted after being adjudicated, assuming your ABS ballot was truly received
If an ABS ballot was sent to you, but you didn't return it (or it just never arrived), you either have to surrender the ABS ballot on Election Day or sign a legally binding affidavit to that effect. If you lie and for some reason you vote twice, you can be prosecuted. Voter fraud
And once the systems are synced, it will be obvious that you voted twice. You can't just sneak that through. If you do that - congratulations - you'll be getting a knock at the door and you'll need to contact your lawyer.
Also. If you're going to vote absentee, go ahead and send in your application. Clerk's offices are going to be overwhelmed trying to process the requests. Give them a little time to get ahead. Once you receive your ballot, fill it out and send it back in. Don't wait.
