In a parliamentary democracy like ours, executive is accountable to the legislature. Question hour is the best possible manner in which legislators can ask questions from the govt. The decision of presiding officers to scrap the question hour is not in conformity with the... 1/n
standards of parliamentary democracy. Atleast unstarred questions should be allowed so that legislators can get written answers from the executive.
However, there are two things which need clarity: 2/n
1. The decision to scrap the question hour was taken after an All Party Meeting chaired by the Presiding Officers, then how are @ShashiTharoor and other leaders are taking a moral high ground by raising this issue. 3/n
Either they don't agree with their party line or they are not aware of the stand of their party.
2. Minister for Parliamentary Affairs said that the govt itself is not in favour of scrapping the question hour, then who agreed to scrap it in all party meeting? n/n
Some interesting facts for those who are claiming that this is happening for the first time in Independent India. Question Hour was not a part of legislative business on initial days of functioning of Rajya Sabha.
