If you want to be critical of the Indian Govt (both central and state) then that lies in the mismatch between the nature of the stimulus package and the continued lockdowns. The stimulus package barely put any money in the hands of citizens. It was supposed to be more a boost for
supply side productive activity. Without actually any loosening of rules on how factories are to function, or inter-state transport or exports. So how or why is anyone to avail of loans when they can't actually use it? And to what end when even existing inventory can't be sold?
No demand side stimulus for now. Basically at best what we've done is we've preserved money, whether it is Forex reserves or RBI cash reserves in the hope that the natural revival in pvt sector activity will fuel demand next Q and thereafter. But with States still enforcing
Lockdowns, we really can't expect much of a GDP contribution from the Services sector. So yes criticism is fair and needs to in fact be scathing. But not for the 24% shortfall. Rather for the response.
I don't think any state will easily let go of such sweeping powers suborned to itself without even needing a proclamation ot Emergency. We're in for the long haul with this de jure de facto mismatch between stated intentions for revival and actual activity on the ground.
