We have more information with regard to how the UK government
determines whether a nation is “high risk” and should be subject to quarantine measures.
Of course, the threshold of 20 cases per 100,000 people over 7-days cumulatively still applies.

wasn’t re-added to Scotland’s quarantine list at the very minimum.

The reason Portugal
wasn’t added to Scotland’s quarantine list yesterday was likely because Sturgeon’s government saw an increased number of passengers returning from Greece
with COVID-19.

Therefore, I’d be surprised if Portugal
wasn’t added to all UK
quarantine lists in tomorrow’s review.

The only small reason Portugal

quarantine list is due to it being removed so recently.
But as aforementioned, this would defy guidelines and cause confusion for other nations near and above the threshold, e.g. The Netherlands!
