Also, are we satisfied with a recovery that returns people to low-wage, precarious, service jobs?

Isn't "build back better" about helping people create careers in better long-term, higher-wage jobs, which includes career transitions?
Finally, there are lots of energy efficiency jobs that are not construction based. The immediate jobs created are in customer engagement, marketing, program design and administration. Future EE jobs will be use digital tech, and manufacture more off the construction site.
