1) This raising is a declaration which says "Genghis Khan's soul is with us. Now you cannot defeat us". This declaration made by Ögedei, Genghis's son when they were on a campaign to attack the Austro-Hungarian empire and...
... Genghis Khan died while going there from present day Iran (Khwazermenian empire). To prevent the demoralisation of troops, Ögedei donned his father's clothes and raised the Black Sulde and uttered that declaration. It has hardly been used much in later times.
2) This will invoke bad memories of Genghis Khan to the Han Chinese. He had obliterated the Chinese and massacred almost 70% of the population. He also sprinkled salt over all the crop fields, because of which hardly any crops grew there for 5 years after the siege.
The Black Sulde was not used even when the Mongolians overthrew the Communist regime in Mongolia in 1989. Raising this emblem is like a "fight till the end" declaration.

Modi visited Mongolia in 2014. Why is it significant?
1) The first time any Indian leader visited Mongolia.
2) Modi not only visited Ulan Batar, but also did every symbolic gesture that a guest should do when visiting a Mongolian Yurt. This impressed the Mongolian leaders.
