Comment on Bolton release of lockdown restrictions. These should not be lifted. The reason for this appears to be that the Government is releasing lockdown on the basis of the latest @PHE_uk surveillance report.
The latest PHE report is for week 35 https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/912973/Weekly_COVID19_Surveillance_Report_week_35_FINAL.PDF based on week 34 data. This is for data between 17-23 August, i.e. the data is now over a week out of date
The recommendation in the PHE report was to reduce intervention based on the data for 17-23 August. And that made sense - at a rate of 18.9 cases per 100,000 people.
*However* the latest data shows a rate of 69.4 cases per 100,000 people (data from @avds)
So, the Government is releasing lockdown measures in Bolton on the basis of out-of-date data and is not taking into account the latest data which is available to it here: https://coronavirus.data.gov.uk/cases
