I have President Obama as the author, 2010 as the year (or would it be 2013?), the title of the speech as the chapter title, L. A. Clark as the editor, "Public papers of the presidents of the United States: Barack Obama, 2010 (In two books), Book II—July 1 to December 31, 2010"

as the title, page numbers of the speech in parentheses, Office of the Federal Register and National Archives and Records Administration as the publishers, and the aforementioned URL.
