Policymakers occasionally make big promises on this, most recently @MattHancock (2014): “It is wrong that until now excellent education projects led by [Homelessness charities] have been denied government funding – today we are putting that right"
But despite policy rhetoric, statutory funding for learning and skills flowing into homelessness agencies has been minimal (between 3-7% receive ‘employment and education’ funding) (thanks @HomelessLink for monitoring this)
And a lot of third sector resource is being diverted into activities designed to mitigate the negative consequences of welfare reform, rather than other 'meaningful activities' > https://bit.ly/3jKSpTt 
So long as government policy and related funding continues to ignore and fails to support educational provision in these settings, it will remain piecemeal and highly contingent on the contribution of volunteers and short‐term funding.
But to end on a more positive note... it is so exciting to see the development of the new @Literacy_100 project > follow and get involved with this excellent project if you want to support literacy learning within the homeless community
