FG provides most of the funding through CBN. Money is distributed to farmers associations such as RIFAN, NECAS, NACOTAN etc. First of all these are associations that have long bn dormant. They don't have infrastructure in place to just kick on or start reaching to farmers.

They need to recruit. They went out there & recruit people to serve as their agents. Many of them who have never bn to the farm or bn to the state/LGA of deployment.

They recruit mappers to map out interesting farmers, with promises of funds & quality inputs etc.

A farmer pay for enrollment form. Pay the mappers to go & map his farm & submit the data. Many mappers end up not getting paid or getting short paid by the associations that hire them, so collecting from the farmers becomes the only real source of income for the job.

Inputs such as fertilizer, seeds, herbicides etc get distributed to the enlisted farmers in almost all cases at the wrong time of the year, while many of them are not even farmers, so they only want the products to sell. They collect at inflated prices & sell to marketers at low.

There is a fee in many cases of about 20-30k, which many farmers don't have. So these marketers (with the knowledge of the associations) pay for people and simply collect the inputs & sell to real farmers in shops. This is happening right at the doorstep where they are collected.

Basically a non-farmer collects the intervention, sell to marketers through shady process & a farmers buy from them at exorbitant prices.

This is why recovering the funds, either through farm products or money is difficult. This is why food is expensive & price control difficult
