Here’s my view: SB 1120 was held to the literal 11th and a half hour because Rendon became aware he couldn’t just kill the bill by not letting it come up for a vote. But he knew, like we knew, we had the votes. (Thread)
By scheduling it for that time, it killed the rest of the work time, filibustering everything else on the Assembly calendar. No one at this point can prove that filibuster was intentional. But come on.
By allowing for the filibuster, Assemblymember knew they’d pass the bill without enough time for the Senate to concur in their amendments. That would mean that the bill would both pass their house and died because of their house. They get to say both things to both sides.
Either way, the vote exposes that the State of California, except for members from Los Angeles, Speaker Rendon’s home caucus, are ready to act on housing. Everyone in California, Democrats and Republicans is ready to act on housing. Except for LA. That’s what this vote says.
So the Speaker was always in a hard spot: get rolled and reveal his caucus isn’t ready for progressive housing policy, the barest minimum of progressive housing policy, or kill the pro Tem’s bill. Ultimately, his house did both.
It’s unclear that anyone in the Legislature, including the speaker, actually wanted to kill this bill. Like the death of any great bill, there are no finger prints on its death: both houses even passed it! It is very hard to explain these actions currently.
Some speculate that the Assembly held hostage the pro Tem’s bills. That happens every year. It happens to leaders on all sides. It’s a common tactic. But the first rule of hostage taking is you never actually kill the hostages! You lose your leverage! You go to Big Jail!

SB 1385: died in Asm Local Gov

Of the 12ish bills in both packages, two of the three that went to the Governor were California YIMBY sponsored bills (AB 725 and AB 1851). Getting the public push on those bills really helped.

Just got up to go outside for a breath of ashy air and there’s someone sleeping on the porch in front of the door. I turned off the light and went back inside. An absolutely perfectly fitting end to the night. There will be many more like him. May their state someday care.
