This is also a natural way for financial services, tech and telco to work for common good.
Having people pay to access this information over and over again will incentivize bad habits and ultimately make everyone else insecure. National ID systems are a club good as everyone pays tax to keep them working. They aren't owned by private entities for a reason.
Monetizing via transactions and not membership is a flawed model for information that will hurt everyone if compromised. Club theory works for many other areas too including address verification and credit reference checks.
