Two episodes in 1992 presidential campaign show Bill Barr is flat wrong in saying how the “60-Day Rule” applies to Durham investigation and October surprises.
And Barr knows it.
He was deeply involved in both 1992 cases. https://www.justsecurity.org/72243/bill-barrs-hidden-truths-about-justice-departments-rule-of-forbearance-in-an-election/

2. Barr recently said DOJ rule means deferring until after election only cases in which the candidate is a target, and that Biden is not a target of Durham probe.
But that's the diametric opposite of what Barr said in a deposition under oath in 1995 (Whitewater investigation).

3. In Oval Office meeting with President Bush, Nov. 4, 1992:
Barr stated without question that the independent counsel had just violated 60-Day Rule by issuing an indictment, in which Bush was merely referenced in the document in passing.

4. Republican Senators (including Chuck Grassley) were incensed by the independent counsel's indictment so close to the election.
They wanted Barr to take action.
Barr sent them a letter saying he decided to refer Independent Counsel Walsh misconduct to DOJ's Criminal Division.

5/5 My article has comments from many former fed prosecutors who contest Barr's recent portrayal of 60-Day Rule and how it applies to October surprises in 2020 election.
Including prosecutors who led Public Corruption unit in District of Connecticut (a.k.a. John Durham's Office)
