It starts with voters, and their sources of information and influence. Canadian conservatives don't seen to be getting more tolerant. I go back to this chart a lot, because it is incredibly striking. I'd like to see the numbers now.

I would add that on the first ballot of the federal CPC leadership race, Leslyn Lewis and Derek Sloan, both social conservatives — and the latter of whom is in full blown anti-mask, race-baiting, homophobia territory — got 35% of the vote. Sloan reappears in this thread later.
