This is entirely on the Republican Party leadership. They've unleashed this, and only they can rein it in, though they might not be able to do that at this point even if they wanted to.
The backstory is that a group of Trump supporters gathered in a suburban mall and then drove en masse into downtown Portland looking to cause a scene. They came heavily armed. They stood in the back of trucks yelling at people on the street.
