I believe that as the league sponsorship money grows and the PSL http://becomes.es more glamorous, more and more millionaires are going to look to buy a status in the PSL. The league cannot stop this.

The best way would to control the merry-go-round of clubs being sold and relocating would be to have all teams formally declare their home base. The league could then pass a law that this home base cannot be changed.
This would force whoever seeks to buy a status in the PSL to keep the team in it's current location. The name and heritage of the teams would be protected.
Anyone wanting to bring a team to their location would have to start outside the professional level (PSL and NFD) and grow.

The current situation where the rich buy, rename and relocate teams willy-nilly, without regard for the current fans must be put to an end. Otherwise it just makes our professional leagues look like mickey mouse affairs filled with teams without heritage or roots.
