@gnome foundation community is managed through several platform https://discourse.gnome.org/  , Rocket Chat http://chat.gnome.org , IRC https://gnome.element.io/#/room/#newcomers:gnome.org

And @gnome projects is managed on @gitlab https://gitlab.gnome.org/explore/groups  This means contributors have to register there work using this platform.
