So piecing it together. The cops had two groups of armed people facing off and didn’t clear the streets. The Felon Group separated Kyle from the Open Carry group and bald guy chased him, knowing at least 2 in his Felon Group had guns to back him up.

After the shootings (Blaine first first??) Kyle R ran towards the cops who saw him as Open Carry group and went forward to the Felon Group, who now had 3 on the ground injured. This is a failure of the police and city leadership to protect its citizens.
