Disclaimer: With this thread I’m not saying others didn’t deserve it, I’m just defending why Madonna deserves the position billboard gave her. Also, Madonna has a VERY rich videography so of course I can’t put all her amazing videos on the thread, If u don’t see one, comment it.
Material Girl:

In Material girl we see Madonna clearly making a homage to Marilyn Monroe. Helping to change the image of Monroe from one of victimhood and tragedy to one of power and sensuality, Madonna, Ironically, Separated herself from Monroe, showing her Superstar presence.
Papa Don’t preach:

The video shows a teenage girl that got pregnant and how she struggles to tell her father her decision of keeping her baby. Being one of the first story telling videos, this video is often called one of the best from the 80s and the dance is often replicated.
Express yourself:

Becoming the most expensive video when it was released, Express yourself is a female empowering video. Showing Madonna claiming the crotch grab and suits. Madonna told women to look for a lover that would treat them right and not conform for nobody.
Like A Prayer:

The video showcasing the police wrongly arresting an innocent black men and what a lot of people thought was a “Black Jesus”. This vide’s Message of anti racism is as alive today as it was 30 years ago. The video also shows Madonna dancing around burning crosses.
Vogue:

Taking influence from the clubs her friends and her went, Madonna released vogue. The video being one of the most classy, elegant and iconic videos of all time, shows Madonna and dancer from the same ballrooms loving their best glamorous life with an Amazing coreography.
Here is important to say that Madonna was the biggest ally (even tho she is bisexual) the LGBT community had, she was there for us when nobody was. During the AIDS crisis she did a lot of benefit aids concerts and put instruction to safe sex on her like a prayer’s album +
She made sure to show us to the world, she make sure to give credit to the ballrooms and took queer poc people with her to work with her. She helped Queer culture and people to be recognize in the world. So the question is, was it cultural appropriation or cultural appreciation?
Justify My Love:

The most sexual and controversial Madonna video at the time. The video shows Madonna and a group of people being openly sexual and doing acts of bdsm and voyeurism. It’s also one of the first videos (if not the first) to show same gender sexual interactions.
Erotica:

In a follow up the last video, Madonna decided to explore sexuality a little bit more. This video (and whole era) is Madonna’s most controversial and sexually free era. It also shows cameos from Naomi Campbell, Big daddy Kane and Isabella Rossellini.
This era broke a lot of barriers for women in music. Being the first singer showing that women can be the owners of their own sexuality, this era influenced and helped a lot of female singers to be open sexually. Madonna showed that women can be sexual beings in the way men are.
Human Nature:

After all the backlash and hate Madonna recieved for being a sexuallly open women, Madonna wanted to let clear that she is not Apologetic. In a bdsm-ish outfit, Madonna released one of her best videos. The scenography still inspiring artist today.
In the song she was defying everyone that had a problem with a women being sexual, Saying that all she did was in human nature. She also asked question that we still ask today. “Would it sound better if I was a man?” “I’m not sorry, would you like me better if I was?”
Bedtime Story

Another Madonna video in the list of most expensive music videos. Being exhibited in a lot of museums and schools, bedtime story is the most artistic and surreal Madonna video, grabbing inspiration in a lot of painters and art such as egyptian and Islamic.
Frozen:

Wearing nothing but a black dress, Madonna Managed to reinvent herself again. Being one of the most mysterious Madonna videos, Frozen received a Vmas for best special effects and is still today one of the most uniques videos in her videography.
Ray Of Light:

Being her first (and only) Video achieving the “video of the year” on the vmas, Madonna, yet again found a way to reinvent herself and her looks. In the video, Madonna wanted to portray the “daily life at full speed” as they were entering the new millennium.
American Pie:

Making a cover of the iconic song by Don McLean, Madonna wanted the video to be simple yet effective. Madonna wanted to portray every person that can be American, people of all races, sexual orientations, ages, weights, etc.
Die Another Day:

Being the song for the “Die Another Day” James Bond movie, Madonna wanted the video to be as good as the own movie. Reflecting the good and bad inside Madonna fighting and her being as a tortured prisoner, it became one of the most expensive videos of all time.
TW: Blood, violence, war Scenes.

American Life: Madonna in this video wanted to criticize the way Americans looked at war in the times of Bush. In the video we see the public (Americans) applauding the atrocious acts The USA does at war. The video was censored on MTV.
Madonna then, was forced to do another video for the song thanks to the message and graphic content. In this era, whoever expressed anti-war thoughts was put through hell (see the Dixie chics), And Madonna didn’t have fear of showing how wrong everything the USA was doing was.
Sorry:

After all the Anti war and Anti imperialism messages, Madonna again reinvented herself. Showing dance scenes in a cage and transitioning into rolling skating floor, Sorry became one of the most danceable songs and an amazing video. Besides she looks beautiful in it
Girl Gone Wild:

After all the ageism faced in the music industry, Madonna wanted to let clear that she is what she has always been, a Free openly sexual women, doesn’t matter the age. And she delivered this message with an Amazing choreography and astonishing shots.
Bitch, I’m Madonna:

With a list of A level celebrities that she influenced (such as Beyoncé, Katy Perry and Miley Cyrus), Madonna wanted to do a one-sequence video celebrating her legacy and the things she did to get it.She also made sure to include her sons Rocco and David.
TW: Gun violence.

God Control: Madonna in this video wanted to send the message that the USA needs a better gun control. The video is in reverse to ilústrate how this horrible masacres could occur in places that you wouldn’t think. The video being inspired but Pulse shooting.
