According to Aristotle, there are six types of Government Rules. Out of these, 3 are constructive while 3 are negative. Monarchy, Aristocracy and democracy are constructive while dictatorship, merchant rule and mob rule are destructive government rules.
The destructive government forms can't survive so they turn into their constructive form after sometime. For example, Dictatorship turns into monarchy, merchant rule turns into aristocracy and mob rule turns into democracy.
The destructive government are not long lasting. The mob rule last mostly from few hours to few days.

Mob rule though is deformed version of democracy but it can even turned into dictatorship or aristocracy.
Because in most cases the mob leader uses the mob while mob thinks it is doing what it wants.

Hence, there are mainly three rules according to Aristotle:
Monarchy
Aristocracy
Democracy
Monarchy is a clear form of government. In aristocracy, the government is run by a small group of families or or ethnic groups or some organisation. China could be called as an aristocracy because the ruler has to satisfy few of the aristocrats.
Democracy is most problematic system which has been presented today in very appeasing format. It is said that democracy is a government for the people, by the people and of the people. Though, aristocracy and monarchy also work for the people but they can't be called democracy.
right? It is impossible for people to directly rule the government. They must choose some representative. Hence, democracy can be called government by the people. Yes, people can affect the government but the reality is not so easy to apply.
The selected people who rule in the democratic government are not chosen by all the people. In the assembly of Athens, giving poison to Socrates was not the decision of all the members. In this case, it is said the it's the rule of majority. But it has its own problems.
The right to vote is sometimes kept limited to few groups of people. Sometimes at the basis of race, gender, education or other parameters. 200 years ago, Blacks couldn't vote in USA and 150 years ago women couldn't vote. How can such government be called as truly democratic?
Few decades ago the person of age below 21 couldn't vote and today you must be 18 to be able to vote. This limitation of age is very selective and depends on the benefits of the government bodies.
We can guess this problem by two arguments.
1. The age of marriage for person is 21 but age for voting is 18. Is it because, choosing a government is easy thing to do than to choose a government?
2. The juvenile age is lower than 18. Does it mean that a person can decide if he is doing a crime or not but he can't decide if he should choose a certain party for Government?
In reality, these rules are made to keep people away from choosing. In some cases, 10 percent people decide the government and in some cases it is even 2 percent. Rest of people keep complaining that this is not their government.
Even the limited participation of people is not independent. They are controlled by the education courses and curriculum, the literature, information, advisory in important decision, government bodies, intelligentsia, media and few rich people.
If even after this, someone says that democracy is a rule by the people then it would be said the mental inability of that person.

In short, democracy is not a rule by the people, of the people and for the people.
It is a government made by few powerful people, families, hidden powers and by fooling the common public. As the people understand this, they stop caring about the government or type of rule. Even today 75% population and 95 percent countries don't accept democracy.
There has been rarely any democratic rule for substantial period of time in the vicinity of time from when Universe started.

Actual right to choose is with few families and few group of people. Thus democracy is another form of aristocracy.
Even If by chance, any outer person comes into the system, these powerful people throw him out as soon as they get chance living or after his death.
Without the permission of aristocrats, there is no government possible in democracy. Hence, Aristotle was wrong in presuming democracy to be a perfectly viable system of rule.
In Mahabharata, there are only two forms of government:
Monarchy
Republic

And they are also a chosen form of government.
