- must pay 25% of missed rent from period Sept. 1 and Jan. 31, remaining 75% civil debt and can't be evicted for it

- cities can't pass NEW eviction moratoria until Feb 1, existing ones are fine

- 3-day notice at start of eviction process is now a 15-day notice

- courts can begin processing non-payment of rent evictions Oct. 5 (though they wanted another month)

- no mortgage forbearance, as previously was part of the bill
